Why Do Certification Requirements Differ?

Electric mobility products are not regulated in exactly the same way in every country.

Requirements can depend on:

  • Vehicle classification
  • Motor power
  • Maximum speed
  • Battery system
  • Intended use
  • Public-road access
  • Destination market

A specification that is acceptable for one market may require a different configuration or documentation in another.

Product Certification Is Not the Same as Market Classification

This distinction is important.

A product may have electrical or component testing documentation without automatically being classified as a particular type of road vehicle.

Importers should first determine how the vehicle will be classified in the destination market.

What Should an Importer Check?

Before placing an order, ask:

  • What is the destination country?
  • What is the intended use?
  • What is the motor rating?
  • What is the maximum speed?
  • What battery is installed?
  • Is public-road use intended?
  • What documentation is available?
  • Are additional local tests required?

Do Not Assume One Certificate Covers Every Market

Certificates and test reports normally relate to particular products, components, standards or markets.

They should not automatically be presented as universal approval.

Market-Specific Product Configuration

For an international manufacturer, the more practical approach is often to develop different configurations for different markets.

For example, a recreational high-power cruiser may be marketed differently from a low-power pedal-assist bicycle intended for public-road use.

What Should Buyers Request From a Supplier?

Importers should request copies of applicable documentation and confirm:

  • Product model
  • Configuration
  • Test standard
  • Testing organization
  • Date
  • Scope of the document

The final compliance responsibility should be confirmed for the destination market before commercial importation.
